I have four parents, all over the age of 75. Randomly, three of them, in two different cities, got their first dose of COVID vaccine today. My father who has NOT received a vaccine is my parent at highest risk. He is incarcerated.
Right, congregate settings, kind of like nursing homes and assisted living facilities.

Yes, but note that the state gives people in nursing homes and assisted living facilities the vaccine earlier than it does to inmates - correctly, in my mind, because COVID poses a greater risk to that population than to the imprisoned population.
