I have four parents, all over the age of 75. Randomly, three of them, in two different cities, got their first dose of COVID vaccine today. My father who has NOT received a vaccine is my parent at highest risk. He is incarcerated.
Jesus, there’s a big difference between being last in line and front of the line, which is close to where they are in California.

The sentence is the established punishment and there is no justification for adding additional punishment on top of that. Inmates are where they are in the line due to the high risk of exposure in congregate settings. Any move back in the line is more punishment.

Right, congregate settings, kind of like nursing homes and assisted living facilities.
