This is what forks are for... devs should say “fork it, keep it up to date - we’ll check it out again later after the community has a chance to take a look as well. If it turns out to be a feature we want to merge then that will happen.”

It's always tough though. For less-experienced devs submitting PRs, a fork often intimidates them. Plus, they *wanted* to contribute to the project. So, it's disheartening. Growing pains / tuition, maybe. But painful.
