@timgulden and I had a long discussion about this. The problem is thornier that it first seems. There are a lot of criteria to consider. 1/
Do you optimize for compactness? Competitiveness? Protecting minorities from being disenfranchised? The choice of metrics is everything. 2/
Maybe you want to minimize the gap between overall votes and seats. E.g., a state that is 60% red should have roughly 60% red seats. 3/
They're all defensible metrics but they lead to widely different outcomes. 4/
One thing is clear though. Bipartisan (or nonpartisan) commissions should debate the metrics and then let the algorithm run. 5/
Anything would be better than districts hand drawn to maximize partisan advantage. Or securing safe seats for incumbents. End/
Yep. That's my primary issue. Literally, random maps (at the limit) would be better for preventing self-perpetuating political power!
