I tend to think that you're on to something here in so far as we may very well see the growth of the bio-surveillance state as we saw the growth of the counterterror surveillance state after 9/11

Faced with the prospect of potential large-scale curtailment of public gatherings of any kind against the surrender of additional identifying data I don't think that there will be much in the way of resistance to broader powers for surveillance if framed as public safety
