There's this period during a terrible crisis where you start coming up with various things you would do to make your life and the world around you better as a form of bargaining. Thing is — there's more follow through than people think. And we're about to do it at polity-scale.

municipalities definitely. NYC I would count. NATO a bit less just because they don't have a "people" its more a contract (at least in my head)

Hrm. Administrative capacity and member identity, maybe. Been a long time since I thought about it — it's more a "know it when you see it" thing for me at this point.

I think they can sometimes but generally less so. Not sure what I'd use to accept/reject. But they certainly can have governance and members who "belong" so...fuzzier but there?

Yea. Like, a body for making rules or eliciting collective action. Like, i'd still say it's very border-line because it's so limited in terms of scope but something like a writers guild may be a polity (although I think people would disagree with me, too).
