To follow-up, I just looked at the
@usaspending Spending Explorer by Object Class. Personnel compensation and benefits jumped all over the place from 2017 through 2019, with no noticeable trend: 2017, $576.5 billion; 2018, $526.9 billion; 2019, $602.4 billion. 1/2 - 2 more replies

As horribly creepy as it is, several groups FOIA the lists of all Feds with their locations, salaries, etc every year. You can figure out staff changes over time if you out them all together. (You should also think this is horrifying, btw)
