In my anecdotal experience Hurricane Sandy resulted an increase in long term relationships and births due to extended power outages and ad hoc cohabitation. For COVID-19 I’d say an increase in births from existing relationships but not in the formation of new relationships.

Not sure what people without kids are doing but for us parents, it's a lot like parental leave again but with less sleep-deprival and more zoom meetings. If couples are not handling social distancing or quarantine well, they're not ready for those first 6 weeks with a baby.
