Seriously, this is some galaxy brain stuff probably so don't take it too seriously. But 99.999% of my usage of cellular data exists in places where wifi exists.

You would still need a unique subscriber ID, with some sort of cryptographic verification for payment. Cell phones bind mobile subscriber IDs to SIM cards that implement public key authentication. Equipment IDs are generally ignored in GSM auth.
