This is naive, yes. And depending on the construction, research suggests it may have the opposite effect. But, I literally refuse to believe repeatedly sticking strangers into a one-on-one setting can't bootstrap/reinvigorate empathy. We're made for it.

my plan is to help people make more friends, I feel like that's the best move in the face of decline/decay. social graphs need to be stronger, more robust, more breadth and depth

Yea. I don't much like those. More like gamify time spent with someone you'd never spend time with otherwise; then do it again.

One might approach Toastmasters this way. There are levels / badges to earn through giving short talks and other activities. Listening to others’ talks, you get to know them a bit beyond small talk.

Hrm. Makes sense. Also tbh, when I go to conferences, I listen to about 0 talks now. Mostly I hang out in the hallway and talk to people; go to the small workshops where everyone gets to know each other; and go to poster sessions.

As a pathologically extroverted person, I absolutely love getting to strangers. My "trick": Ask them questions about genuinely interesting—non-small-talk—topics, and care about their answers. Instant long and earnest conversations.

Same. Being a conversationalist is mostly about asking questions then getting out of the way.
