the filthy trick i use is to just open an ssh port on 443 on my VPS. you do have to bounce through it to get other places, but it's scriptable if it's annoying.

I tether by default but for those who have this issue, there's also sslh, which is a front end proxy that will detect whether incoming connection is an https or ssh client & route appropriately.https://github.com/yrutschle/sslh

Most of my VPNs use port 443 so they get around most blocks. If you have access to one of those, it hopefully will work.
