Hot take: This isn’t even remotely as tricky as free speech. How would you implement it? A globally mandated rootkit or law enforcing hyperviser? Computers are generally useful because they can compute anything (given time and space). There’s no easy way to kneecap that.

OTOH I bet if this proposal was serious (its not) we’d end up getting homomorphic encryption a lot faster, somehow. Not exactly what it is but the problem of hiding the computation seems related enough for insight generation. (I’m full of shit on this part though.)
