He's not the first the in @GOP to realize that, let alone in general. But he's makes it obvious. Hypocrisy is what you experience when you notice someone in the out-group acting in a way at odds with their *stated* assumptions and virtues in a context that matters to you.

When attacked people in the hypocritical in-group either don't care (the ctx is unimportant to them anyway) or don't perceive hypocrisy because their groups unstated-yet-shared assumptions and virtues overwhelm. They have sufficient accessible evidence to say, "that's different."

Of course, it does matter in that easily observable and virulent hypocrisy is a matador waving a red flag that leads to constant inter-group collisions and further elaborated rationalizations which partition beliefs by accessible identifier even further...
