I like this but I'm not sure it would work well with current algorithmic timelines (and now that I think about it, is a chronologic timeline the best way to deal with people in different time zones?

Not sure. Mostly, I think the decay rate should be an increasing function of how active the user is. But, the social capital that accrues now — because the relationships are durable — combined with the perceived credibility high follow counts enjoy, has some pretty bad effects.

Ah, you mean disuse as in "this user is not active, they'll lose followers". I understood it as "disuse" of the relationship, like, if I don't interact with this user in some way (like, reply, view, whatever) in X time it would be an auto unfollow

No, I mean the latter. But, I think the rate should decay with how often the follower interacts. Otherwise you'll end up just constantly culling the graphs of people who don't log in often or people who generally just lurk. (And, also, it should be *really* stochastic.)
