I like this but I'm not sure it would work well with current algorithmic timelines (and now that I think about it, is a chronologic timeline the best way to deal with people in different time zones?

Not sure. Mostly, I think the decay rate should be an increasing function of how active the user is. But, the social capital that accrues now — because the relationships are durable — combined with the perceived credibility high follow counts enjoy, has some pretty bad effects.

Don't they? In terms of interaction model that seems very much what happens to my timeline.
Sure, I always still follow, but see a lot less of really inactive/seldom interacted with follows. -
