I've always thought utilize was a more active form. Like, "let's utilize this [programming language] library" which suggests non-trivial effort, vs "can we use this built-in function to do this?" which has lower effort. Using a tool is easy, utilizing is harder?

I think grammar guides say that distinction is valid. I think it's mostly frustrating when it's used as a fancy "use."
