I don't have it on me, but I'm reading The Road to Unfreedom by Timothy Snyder right now (excellent) and there's a great line to the effect of "Facts don't exist isn't a side." (So, y'know, note to self: find that line).

When I use "citation needed", it is always in good faith, and I'd actually change my opinion on something if a credible citation was offered.

I agree that “citation needed” can be in either good or bad faith; but then I would, because I do that. And then I read the citation, find my own, etc. I think you have to on some topics; nutrition debates, for example, often start as epidemiological recall studies. Or mice.
