In some sense, though, culture is what “just happens” at the confluence of many such competing influences. No person gets to merely enact their cultural preferences.

Yes, I think that was *partly* why I rejected it strongly. I made an either lazy or motivated leap from "it's too big and complex for anyone to directly and substantively manipulate with a high probability of success" to "it just happens."
