I don't mean (2) rhetorically, like "thanks for reading." I mean, if we're all admitting most of what we share is envelope for messages, couldn't we design a better envelope?

Why are academic papers thought to be (simultaneously), 1. No-fluff, technical reports for research findings; and, 2. Written in a way that facilitates skimming? Something seems wrong in that formulation.
