I know I personally read dissertations that are relevant to my interests when I come across them. Although it's rare that I'll read the whole thing cover to cover like a book.
I've read two (other than things that got later turned into books):
- Another candidate's successfully defended dissertation where my chair was the chair.
- @girlziplocked's because I wanted to.
Two is...not a lot.
Whenever I find someone is doing a PhD I always ask for a copy of their final dissertation and permission to cite it
I read and cite a fair number of dissertations. I think it's a byproduct of having understudied interests.
I just went to your website and it makes me sad to think that connected learning in libraries would be understudied :(

I love that approach! And was also frustrated with none reads it - which is why I put in things outside of the articles more background to data which someone might find helpful! And also I did cite a dissertation which I found helpful! So some ppl of read!
