Yes, but only occasionally random, not always random, to avoid most of the cost of randomization.

Apparently, Go maps are an array of buckets (arrays), each holding up to 8 key/value pairs. Ranging a map starts at a random bucket. So when you have fewer than 8 key/value pairs, order of iteration is predictable. And it only generates a random index once per iteration.
