Would game theory have developed into such a big discipline without the incentive backdrop of the Cold War?

Looking at the history of math so much theoretical dev was born of people trying to gamble better. So I think game theory was always destined to be a big discipline. But I also think the Cold War created a resilient monoculture that finds phantom adversarial games everywhere.
