What do you think of rhetorical questions as a communicative / pedagogical device?
Yes! That's how I see it. I'm trying to either: 1) Anticipate questions, or; 2) Encourage active reading.

For example: If I invent a 100% novel method for X, then a useful rhetorical question is: Why do the old methods fall short? Why is a completely new method needed? It's very rare and hardly ever justified to discard completely existing methods.
