Of the 2018 DHS press releases, 12/94 had 14 words in the title. (Although, "We must secure" matches pretty exactly.) Of those, one had the "88" in it. And, for a really simple test, only one used a ratio to communicate numbers -- that specific document.

That's not strong evidence. At all. I'm don't do NLP either. There are much better methods for testing "is this usage anomalous?" My model is trivial and bad. But it is a pretty well-known dog whistle.
