2/ I think this applies to lots of things -- math, science, programming, etc. Spending time creating decks for and using a good spaced-repetition system (SRS) allows you to recognize markers which assist in problem navigation. It lets you build up connections quickly.

Many moons ago when I thought I'd be a teacher, one relevant categorization was knowledge, skills, and attitude. I haven't kept up with academic practices, but at the time it wasn't presented as a dichotomy but as supporting factors to a greater whole.
