@gdri I found out that Bakushou!! Jinsei Gekijou uses the same sound driver as Hillsfar and Jangou. Maybe Taito had a part of it?

@gdri I think you're thinking of Bakushou: Ai no Gekijou. These games must have been made by a company similar to TOSE.
@ThePianoMan1994 According to this page by a former Taito employee, they think the 1st one was developed by "company C (Pachio-kun system)".
