As for Street Fighter II: Champion Edition, I suspect it might be a Genki game, mostly because of the sound driver.
I always thought OPUS did strictly sound stuff? Maybe they did art subcontracting as well? Art and music subcontracted to Opus, programming to Opera House (maybe ISCO too?)
They developed games eventually. Wally o Sagase!: Ehon no Kuni no Daibouken (SFC) was one of their earlier ones, maybe the earliest, and the programming on that was done by another company. ISCO didn't really develop anything, at least back then.
