Four Winds Software with Tetsuo Fukuda? I wonder if that was a division/subsidiary of Data East?

I think they were kind of an intermediary licensing Japanese software to Western publishers and vice versa, their name shows up in a lot of XS Games releases (as late as 2004's Shikigami 2)
