The actual code bit from Unseen64 lists it as “TOON FIGHTERS” so there is definitely a connection.

Wow, surprised that ever got anywhere near a magazine! We made a proof of concept for Megadrive, but had to stop developing it because the funding provided was only enough for one member of staff at 6 months max. There was no real gameplay, just a mock-up.

It was intended as a charity supporting game. A character based on the Red Nose. It was under NDA with Sega, so probably still can’t say much.
