      This french video where the hosts interviewed the developers of the original MS claims the same thing. They further elaborate Nazca's original goal was porting SNK's game to the PS1 and Saturn and MS was something they did in their spare timehttps://youtu.be/-0PgNJMP3G4

      I know Yumekobo was started primarily to do ports. The article says Nazca specialized in developing game software for the Neo Geo.
