The supervisor is "Ojamamushi," who worked on Taito games, so it's possible the game was supposed to be published by Taito.

The game was instead published by Pixel. Looking at the back of Kagerou Densetsu and the back of Thunder Bolt for the MSX, it is the same Pixel covered on the site. Same address. Which is odd because Kagerou Densetsu was not developed by Pixel.
