That's just weird all around. Those fonts are all straight out of Deluxe Paint, which was huge among Western devs but uncommon in Japan.

Reminds me that there's one part in Rolling Thunder 2's first stage that has a few Deluxe Paint fonts on it, on both the arcade original and Genesis port. There probably are more JP-made games that use Deluxe Paint fonts, likely on PC-98 and the like, but I'm not sure.pic.twitter.com/ZSH786qo2t

The entire front-end might have been Western-developed... it uses a similar or same font ("Player", "The Bench") as Genesis Spider-Man (among others)
