Aicom seems the most likely culprit, but the game's dated 1991. Aicom was acquired by Sammy by then, so I don't think they'd be doing games for Jaleco. CP.BRAiN maybe?

Jaleco / Aicom made a ton of these basketball games (most reskinned) on all the home systems, distinguished by their close-up animations of slam dunks, etc. Wow, here's the mother of them.

One of the (dumb) ways the credits can be accessed in-game is to set breakpoint at 113D6 and once it hits the breakpoint set the PC at 13666; this can be simply done by entering "bp 113D6,pc=13666" in MAME's debugger and then soft-resetting the game using F3.pic.twitter.com/DyKXT5eoAL
