I've covered academic espionage cases over the years, and I cannot remember another case like this. The money involved alone is just remarkable. Maybe others can think of similar incidents?
I have not read the complaint, but did he hide this from FAS Research Administration Services?
If he declared the fCOI, then @Harvard is just as complicit.
I'm not sure the complaint says, but he allegedly lied to Harvard about the use of their name by Wuhan U, and when questioned regarding his NIH funding....
