I'm guessing that they might be referring to the humidity, you could have 35 degree and 70% humidity, so even the shade would provide no relief. I remember waking up one morning and it was 30 degree and 95% humidity at 7am!

I'd like to experience it out of curiosity but for reference the "summer" in Portugal starts at 30º and goes up to unbearable.

The highest I've ever lived in was 40° for a few days. I didn't leave the apartment, except to buy ice cream! Do you think temperatures are climbing on average in Portugal from climate change?

I haven't been comparing year to year but I believe so. It's definitely reached higher temperatures than I had ever seen there, especially three years ago.
