To be honest it sounds like you've already got a solid workflow going and if you're happy with it there not might be a reason for you to change.

Nandeck is efficient but not pretty. Might be nice to have a 2nd level option after the rapid iteration staff stage if affinity is good for that. Not clear if Designer or Photo would be that. OpenOffice is definitely not great for rules though. That would be Publisher?

This isn't a workflow I have used personally, but I imagine the card layouts would be made either in Photo (raster) or Designer (vectors). Then you can use data merge function in Publisher to fill the cards with data from a spreadsheet.
