Pirates of the Spanish Main, if that counts. I played a whole lot of it at university. These days it's probably Penny Papers Adventures: Skull Island (which is a very underrated roll and write in my opinion)

It is indeed - https://boardgamegeek.com/boardgame/10653/pirates-spanish-main … Basically, you'd buy a booster pack, that came with flat packed pirate ships, islands and cash. You'd build ships and battle it out on a tabletop. Everything needed was in the pack. It was flawed. But I spent a lot of time and money on it.pic.twitter.com/xjF2C3XYzC

I've never seen a physical copy but it sounds so cool! Heard about it 8 or so years ago and haven't seen any other games like it.
