Given the predictable delays in vaccinations, would it have been better to vaccinate those who are more likely to spread the virus, rather than the vulnerable? If they considered that, it feels like it must’ve been a difficult choice.
Aren't the most likely to spread it the same people who oppose the vaccines? And the ones that either don't believe there is a pandemic or are just bored of it.

Yeah maybe. Apparently we didn’t know the effectiveness of the vaccines re stopping spread in the beginning, which kinda settles the question.
