Judging by PUBG and Fortnite it seemed to mean "team-based shooter where you have to scavenge for gear, take other players out and stay in the diminishing circle until you're the last team standing" but then Tetris 99 appeared and proudly declared itself one as well.

Instead of a design evolution by iteration it feels like this was lead by marketing. Since battle royales were so popular, it was a way to get people's attention.

Now it has been distilled to mean "last one standing", which doesn't tell me anything about how it plays. I guess what I'm saying is that "battle royale" is a game mode, not a genre. Like "coop" or "permadeath".
