Exactly, the idea would be everyone would be mailed a package of components that everyone would open at the same time and discover together. I think setting components that people need to provide for themselves could prove a barrier.

Yes, but some are common enough that I think you can count on them. Standard deck of playing cards, a few D6, a certain number of tokens without a defined look, paper, pens.
