enough power for you, enough power for you to spend in re-distributing the power you have in surplus. and does that power you are re-distributing justify the power you spend doing it.

here's an example: it's a small village. 6 people live in it. the more guard/assault dogs you have, the more you intimidate others (and therefore command others).

dogs per village inhabitant: - james has 1 dog - jeremy has 1 dog - tom has 2 dogs - you have 2 dogs - tim has 3 dogs - sam has 105 dogs sam's massive power difference compared to the rest of you mean that he gets to decide what happens in the village on most if not all topics.

sam owns 105 dogs -- and therefore, he owns you and the rest of the village. you basically do what he commands. none of you are happy about it. how do you solve this problem? well, the only solution to this situation is: redistributing all 114 dogs among the 6 people equally.

you have 2 dogs. sam has 105 dogs. you cannot take away sam's dogs and redistribute them, because you are literally under sam's command. how many more dogs do you need to redistribute his dogs? the answer is: at least 103 (105 - 2).
