Hivemind, I have a card text question. This is for an effect with a specific trigger that counts the number of cards discarded via another effect, triggering on 0–1 and not triggering on 2+. Which makes for a more natural read: "1 or fewer cards" vs. "fewer than 2 cards"?

Thinking about this a bit more and to me the most intuitive way would be "Up to 2 cards".

My issue with that wording is that "up to" is most often used in contexts such that player choice is involved in deciding the variable. That clashes with the mandatory (and negative) nature of this effect.
