I've been working with many over the last two years and it depends on what you want to use it for. If you have a strong enough PC I would recommend Oculus Quest because you get the best of both worlds.

Standalone or tethered to a PC, which gives you the largest library and convenience.

ok so when you say 'standalone' you mean it's like a PC you wear on your head, yeah therefore you don't have to have it connected to a desktop machine

Exactly. There are some caveats, like the lower graphic capability but since you can now (as of a couple days ago) connect it to a PC and use its library its value went way up.

Fortunately the external sensors are going out of fashion, those things were a pain. The Oculus Rift S, the latest model, tracks the controllers through cameras on the headset itself, just like the Quest.
