I believe it's the same card printed 18 times.
I went and looked at some of the answers in the original thread, it does look like 18 of the same card, but the backs can be different, so you could have an additional set of 18 of the same cards on the back. So you could, technically have 2 sets of 18 cards.
Oh, that's a drastic change! Almost as if it's a different set of rules.
I think they meant that both sides could have useful interesting information (not just generic card backs), but it still comes down to having the same card printed 18 times.
