That's the first step, and it points to what you should fix next. It's very unlikely you'll be able to get to the end of a game the first time you play it. Don't let that discourage you! :)

I think they're mixing up 'fully formed game' with 'fully formed game experience'. Many of my games' experience changed during their development, but for some of them, the experience is near identical even though lots of things changed.

I really don't think that's what they meant. These are the kind of people that don't play anyone else's games because they want their games to be "original" and then end up making variations on chess/checkers or accidentally inventing already published games.

After a single playtest
#FlammeRouge was, as it is today. Mountains were still missing, but I hit those in the first try as well. I did test alternatives of course, but nothing changed. Then I spent ~18 months tinkering with product design etc. -
Did you make any changes resulting from that playtest? If so, that's already more than they would admit. You also have a thing they don't, which is a released, successful game.
