If only one of the following mechanics exists in a game, what's more fun: A) Deck building with slow development of the deck over a single game session. OR B) Action success and results determined by dice rolls. Feel free to tell me why in the comments.

I strongly dislike games where I roll to confirm the result of my actions. If they fail, my move was wasted. The game is preventing me from playing. I'd rather roll before and allocate what comes up.
