I think its more likely a downscale. Didnt they change their management and along with it their development strategy a while back? I remember reading an article along the lines of it.

Game development industry (similar to the movie industry) is very much driven by project-based companies etc. so it is interesting to see that they have sustained with a larger team for so long time. Many of the downscalings happen when companies still have a money to spend.
