As per previous feedback on similar matters: Linux, GNOME/KDE, just like infrastructural software aren't representative of the whole open source ecosystem.

So how would you propose to fund those other parts of the ecosystem? Infra is perhaps easier because it has broad adoption (or can), whereas higher up the stack comes with no guarantee that there's enough of a population to pay for it...

Companies could express needs in terms of software (e.g. I want a set of React components to build forms) or interest in existing projects and AI/ML could help match them up with corresponding devs/existing projects.

Add proper governance to the project and give the "investors" seats on the board along with the devs working on it.

I guess that's what the @linuxfoundation is up to, yet tech clubs are likely to happen only where/when few firms have a common interest in making it happen. TLF did already a terrific job in few industries, but that does not apply to average Joes' projects, though.
