    We have said it before, but is the most studied pipeline project in Minnesota history. What that means is EVERYTHING possible has been studied and reviewed – including the permits. Something opponents refuse to accept and Minnesota courts continue to reaffirm.

    With more than 90 percent complete, it's looking almost inevitable that the pipeline will be completed and put into service in the next month. A couple of legal challenges remain, including an appeal of the federal water permit issued by the U.S. Army Corps of Engineers.
