I'm not sure what statutory authority Trump OR Sen. Warren are relying on for their delay-or-cancel census positions.

but does trumps line up with what scotus told commerce? come back with a clearer reason, and as a result it would make sense that commence would delay until humanly possible to wait for the courts re ruling?

Well, Warren won't be president when the 2020 census is mailed or when the 2030 census is mailed, so what she wants is irrelevant.

Constitutionally, an actual enumeration census is requird every 10 years. The exact start and completion date are not established by the Constitution, but I guess it would have to be completed in the 2020 calendar year and reapportionment should be done in time for 2022 election.
